Enhancement of EHS management and reporting

Context & Contents:

At present Alstom has an Environment, Health & Safety (EHS) Management System, which comprises a web-based reporting tool, an EHS assessment program and a set of EHS trainings.

Alstom has developed some years ago its own reference document for assessment of EHS performance called the EHS roadmap. This tool has been largely deployed on manufacturing sites and some construction activities and has proven to be efficient.

The group has now defined 2 main priorities for EHS management: Zero Severe accident and reduced environmental impact.

In this context Alstom EHS team is willing to update its EHS Roadmap tool in order to integrate sector tools, develop references on Eco-Design, deploy a database of roadmap assessments results and support preparation of external communication on EHS.

Activities Proposed:

Act as project manager for the deployment and enhancement of the EHS Management System:
· Manage the full-process to develop the revisions of the official documents, (EHS Roadmap, Procedures and Reporting Manual)
· Organize contacts with EHS sectors managers to identify needs to improve the standards resulting from sector developments and group projects (contractors management, training, …)
· Support day to day deployment of the EHS Roadmap assessment program : organize contact with sites, contacts with internal assessors, and assistance by external service providers
· Support deployment of database for AlstomTrack, the EHS Management database
· Support preparation of EHS indicators for internal and external communication
· Recommend improvements to increase efficiency of EHS management and reporting

Profile:
· Academic Background: Final Year Engineering Student (B.Sc./M.Sc./ BAC+5)
· Fluent in English. French or other language a plus.
(Most communication will be in English, as the candidate will be dealing with foreign nationals)
· Good command of Microsoft Office tools

· Knowledge of EHS Management database would be appreciated

Potential opportunities for interns and professional power system engineers

Following Raul's update, in my company at energynautics (Germany) we are always looking for talented interns or potential full-time emplyees (even if you are non-European!!)
We do a lot of consulting and research work specialising on technical studies of power systems, at transmission and distribution level, for integrating renewable energy based power generation like wind, solar PV, CSP, and CHP plants. Environmental intern offer

Dear ME3's 2011,

It will soon be the time to start looking for an internship and we would like to help facilitating that process. I have been told by EMN that this year there is no CV profile book (see the Linked In profile of Raul Mora to see other year's profile books) due to the workload of re-submitting the master consortium to the EU.

Nonetheless, we think this is a valuable resource to have, so here are two calls:
1. If you would like to coordinate creating your year's CV book, we can promote it in the Linked In ME3/PM3E group and in this blog.

2. All those interested in doing their internship in Alstom Power Switzerland on the Environmental domain, feel free to forward your CV to raul.mora@power.alstom.com.

- Development of the environmental strategy for a business: energy policy, waste and water policy; development of a 3 year plan.
- Benchmark of recognized internationally accepted environmental practices for similar activities in a global scope (global trends as well as regional regulation).
- Project management: coordination of meetings, work packages and deliverables of a global team assigned to 'customize' the global environmental strategy in order to effectively implement it.

There might be the opportunity to visit pilot sites implementing the first phase of deployment of the environmental strategy.

Hello everyone,
Last weekend I have been to Budapest to the Erasmus Mundus Students and Alumni Association (EMA) General Assembly and here are some ideas worth sharing:

IMPORTANT
There is a network being created among all the Erasmus Mundus (EM) masters with respect to Environment. The main purpose is to create a job connection between students, alumni and professionals in our fields. Updates will follow.
Another network for only the ME3 master, the SELECT master (for those who were in Stockholm, Oisin was their representative) and the EMIN (Master in Economics and Management of Network Industries) will be created, with focus on Renewable Energy and Environment. Basically, they study the same subjects we studied, and their job focus is exactly like ours. The idea is to share a more internal job platform and share knowledge on different projects (like new Master Thesis, internships and so forth). Updates will follow.
There is an interesting PhD program, which lasts 4 years and one of these is dedicated to a fully recognized MBA. A mix of education and entrepreneurship. 
Paris, London, Zurich, Barcelona, Stockholm, Florence and USA.

ME3 2010 Sebastian Araneda's article on Energy (Spanish)

I have started this new section of the blog called 'ME3 Series' in which we will try to publish what we are up to as an ME3 community.

The idea is to keep up to date on what we are working on. Although intended to keep track of the ME3 Alumni, it is also open to the parallel projects some of you have during the master. Especially those for which we have voted for, it would be interesting to know what happened with these projects.

This first post is in Spanish and was written by Sebastian Araneda (ME3 2010). I hope you like it and do leave comments for him.


¿Quién es Sebastián Araneda Huidobro?


Es Chileno, titulado en el año 2008 con distinción máxima de la carrera de Ingeniería Civil Mecánica en la Universidad de Chile. Posee un Máster multidisciplinario en Gestión e Ingeniería en Energías y Medio Ambiente impartido en España (Universidad Politécnica de Madrid), Francia (Ecole de Mines de Nantes) y Suecia (Royal Institute of Technology).

Se ha desempeñado como ingeniero de proyectos eólicos en Alemania y como investigador energético en el Centro de Modelamiento Matemático de la Universidad de Chile.

En Europa adquiere una visión amplia de la problemática energética, medioambiental y de sostenibilidad a nivel mundial y obtiene un conocimiento acabado de las políticas y estrategias energéticas en los países europeos líderes en el tema.

Su principal objetivo como “ingeniero energético” es promover y apoyar al desarrollo sustentable, velando por el cuidado del medio ambiente, por un desarrollo de país sostenible y por una matriz energética madura y eficiente que asegure un progreso nacional ascendente.


Primer artículo:
La Energía como servicio… ¿Cuánto entendemos al respecto?Según la Real Academia de la Lengua Española el término “energía” se define como “la capacidad para realizar un trabajo”.

Pero, ¿cómo se materializa esa definición en la sociedad en la que actualmente vivimos?

La energía es el motor principal en el cual nos apoyamos para vivir diariamente y el cual crea el contexto en el que nos desarrollamos. Nada influencia la vida de las sociedades modernas, más que la utilización y disponibilidad de energía. Ella está involucrada en todas nuestras actividades, se utiliza por ejemplo para mover el automóvil, hacer funcionar los aparatos eléctricos, fabricar los productos que diariamente consumimos, para comunicarnos, crecer, en resumen, para satisfacer las necesidades de la sociedad del siglo XXI. A través de esta pequeña definición nos damos cuenta rápidamente que la energía finalmente no es nada más y nada menos que uno de los servicios fundamentales más importantes de los cuales nos servimos para vivir y debemos aprender a entenderla y valorarla como tal.

Un hecho lamentable, no obstante, es que cada una de las formas de generar este servicio, conlleva alguna forma de impacto negativo de diversas magnitudes para el ambiente y/o sociedad. Estamos hablando, por ejemplo, desde los impactos visuales y dificultades económicas propios de algunas energías renovables, hasta la liberación de CO2, causada por la combustión de los combustibles fósiles en las plantas termoeléctricas y en los motores de nuestros automóviles, buses y aviones, que a la larga generan el tan conocido “calentamiento global”.

Frente a las consecuencias anteriores, últimamente hemos visto mucho rechazo por parte de la opinión pública hacia la realización de cualquier proyecto energético termoeléctrico, hidroeléctrico e incluso eólico. Puede parecer paradójico entonces, el hecho de que algunos ciudadanos se opongan a la prestación del servicio que tanto utilizan y necesitan diariamente para satisfacer todas sus necesidades y para crecer como sociedad y como país. Surge de inmediato entonces, la interrogante de ¿qué tan informada está la sociedad sobre el contexto energético mundial? y más aún, ¿cuál es el aporte de cada uno de nosotros para que este servicio y su utilización se vuelvan más sustentables, eficientes e inteligentes?

Muchas veces queda la sensación de que la única posición social frente a proyectos energéticos es un rotundo NO, sin siquiera interesarse por entender al menos los impactos positivos que muchos proyectos intrínsecamente tienen, como el hecho de que la hidroelectricidad es una fuente limpia y propia chilena, que en el futuro será muy importante para la seguridad de nuestro suministro e independencia energética.

Frente al contexto anterior, ¿Qué significa entonces una “estrategia energética” de país “inteligente”, entendiendo la energía como un “servicio” al país, necesario para poder crecer como sociedad? ¿Qué cantidad de energía será necesaria para una persona en el futuro, sin tener que renunciar al estándar de vida occidental que ya está inmerso en nuestra sociedad chilena y que todos estamos acostumbrados a vivir?

Las interrogantes anteriores, muy importantes dentro de la política energética nacional, representan un gran desafío para los tomadores de decisiones actuales. Dentro de las claves para solucionar estos desafíos está el desarrollo de una matriz energética diversificada y un aporte al uso eficiente de la energía por cada uno de nosotros, teniendo en cuenta e identificando por supuesto los factores sociales, técnicos, económicos, de seguridad de suministro, medioambientales y políticos, propios de nuestro país.

En cuanto a nuestro propio aporte, es interesante nombrar un estudio de la Agencia Internacional de Energía (IEA) que muestra que la eficiencia en el uso final de la energía daría cuenta del 65% de la reducción de emisiones de efecto invernadero hacia el año 2030, muy por sobre el 12% que supondría el incremento en el uso de las energías renovables, el 13% que supondría el incremento de la eficiencia en el sector de generación y el 10% que supondría el incremento de la utilización de energía nuclear (recordemos que la energía nuclear no produce gases de efecto invernadero durante la operación de las plantas).

Como conclusión entonces, podemos decir que el futuro energético y el impacto sobre el medio ambiente dependen en gran medida de la utilización de la energía por el cliente final, esto es, por la sociedad. Así, un desarrollo sustentable futuro dependerá mayoritariamente de las acciones inteligentes de utilización del servicio energético de cada uno de nosotros y dependerá en un grado mucho menor de la oposición o apoyo que hagamos hacia nuevos proyectos energéticos, que a la larga no son ni más ni menos que respuestas a nuestras propias necesidades de este importante servicio.

¿Cuánto sabemos al respecto?

Creo que ésta es una interrogante que queda a juicio de cada uno, el llamado es a informarse y entender la Energía como un servicio hacia la sociedad y no al revés, comprendiendo el contexto energético de una forma global y entendiendo que nosotros somos los principales actores para lograr un cambio. Los próximos artículos tendrán el objetivo entonces de informar a los lectores con respecto al mundo energético y medio ambiental, donde se abordarán muchos de los temas y conceptos que se han tratado en estas líneas y que son necesarios para una comprensión cabal del tema.

Termes de références :

L'AFD finance environ 400 millions d'infrastructures eau et assainissement chaque année. Outre la problématique de durabilité et d'exploitation de ces investissements, se pose aussi la question du bon niveau de leurs coûts. L'AFD dispose d'une base de données historiques importante constituée des marchés qu'elle a financé. L'organisation et l'exploitation de cette base de données devrait permettre de répondre à la question du bon niveau de coût des investissements d'eau et d'assainissement en fonction du contexte. Ces grandeurs pourraient être utilisées comme comparaison lors de l'identification de nouveaux projets.

L'objectif du stage est de déterminer des ordres de grandeurs permettant d'avoir une idée du coût d'investissement pour l'accès à l'eau et à l'assainissement.

Le stagiaire effectuera un recensement des types de projets de la division eau et assainissement de l'AFD à partir d'entretiens avec les chefs de projets et les agences, il proposera une typologie des ouvrages et déterminera les coûts de projets réels à partir des marchés financés par l'AFD. Cette étude comparative devra permettre de proposer des critères déterminant la variabilité des coûts d'investissement par exemple en fonction de la géographie, du niveau de développement du pays, du caractère urbain ou rural...

Le rendu final pourrait être des ratio généraux de coût d'accès au service d'eau et d'assainissement par habitant mais aussi des courbes ou tableaux de coûts plus détaillés par type d'ouvrage (un ml de canalisation de distribution, un forage, une station de pompage, un m3 d'eau traité, un m3 de stockage...).
