Background:

The Thermal Services Business has defined in its 3 year plan a strategic action of Minimization of the Environmental Impact. In order to achieve them, 3 main actions have been set:

1. Review Environmental Data (Teranga)
2. Create and communicate Reporting Protocol
3. Implement Reduction Plans
Tasks: the Power sector has developed an Environmental strategy to comply with its 3-year plan targets. The projects objective will be to adapt this strategy to the unique characteristics of the Thermal Services Business in a lean, fast and cost-effective way.

Through interaction across Product Lines, Areas and Functions the project aims at identifying the key stakeholders of the Environmental initiatives and develop, agree, communicate and implement pilots in each of these to assess the potential for reduction of water and energy consumption and waste generation.

The main tasks will consist of:

1 Environmental baseline project – deployment plan monitoring Monitor in a consolidation dashboard the outcomes of the Environmental Baseline Visit plan:

2 Environmental baseline project – project implementation guidelines

Deliverable

Following the Lighting, Water and Waste guidelines, continue developing at least the following:

a. Lighting project simulation in DIAlux
b. Compressed Air management – compressors
c. Compressed Air management – air network
d. HVAC – general heating and ventilation
e. HVAC – heating with radiants (gas)
f. HVAC – heating with steam
g. HVAC – assessment of cooling needs

3 Environmental reporting protocol – Teranga mapping

Deliverable

Replicating the Waste reporting protocol, develop the
a. Energy Reporting protocol
b. VOC reporting protocol

- Mission proposée : « Stage sur la cartographie des outils de modélisation à l'appui d'élaborations de stratégies de développement sobres en carbone »

L'AFD inscrit le climat au cœur de ses stratégies et accompagne dans ce cadre les pays en développement et émergents dans l'élaboration de stratégies de développement sobres en carbone et résilientes aux changements climatiques.

Cet appui prend la forme de prêts budgétaires adossés à une matrice de politique publique ou de projets spécifiques d'assistance technique.

Au sein de la division Changement Climatique mais en lien avec les divisions Transport et Energie Durables et Recherche Economique et Sociale, le stagiaire sera chargé de:

- faire un inventaire des outils de modélisation existants pour appuyer l'élaboration de stratégies bas carbone : EFFECT, E3MG, IMACLIM, T21, LEAP, etc…

- indiquer quelques exemples d'utilisation en listant les pré-requis (en termes de qualité et de quantité de données par exemple), contraintes (en termes de capacité de déploiement du modèle, ressources à mobilisation pour faire tourner le modèle), limites, avantages des différents modèles ;

- esquisser des recommandations quant à la pertinence pour l'AFD de soutenir par différents moyens certains exercices de modélisation selon la typologie de pays, les moyens qu'il faudra y consacrer, etc.

Bien que le travail, sera principalement réalisé à partir d'une recherche bibliographique, le stagiaire pourra être mobilisé en appui d'équipes projet confrontées à cette problématique.

Par ailleurs des contacts seront organisés avec les équipes du programme ESMAP de la Banque Mondiale responsables de ces thématiques, les équipes PNUE travaillant sur ce type d'exercices, ainsi qu'avec les équipes de la Direction Générale du Trésor ayant réalisé l'étude d'évaluation des coûts macroéconomiques des politiques de réduction des émissions de gaz à effet de serre.

Des déplacements dans le cadre d'accompagnement de projets sont possibles.

Stage de 6 mois à partir de février/mars 2012.

Your profile: You have a Process, Mechanical or Environmental Background (Bac +5?) and have a specialty in environmental management. You have experience or notions of environmental policymaking and strategies related to implementing policies. You have experience in energy and/or water and/or waste management and have performed at least one related project as project manager.

You have strong people skills, are process oriented, autonomous, self-driven and a change driver.

You are highly motivated to influence the way people approach environmental management and are able to clearly communicate with different cultures around the globe.

Location: Baden + travel to sites

Duration: 6 months
